With that logic your saying letting 12 and 13 years learn how to drive would make accidents go down.
They are both teenagers. They would need to raise the age to 21 to solve that problem. And them no one could get to there job or school.
They would be in school too and would need to drive and also get in accidents. Also an 18 year old would not better at managing time.
